No. The only known reason for that message is mismatched firmware versions, however there have been a few reports of it, so I am starting to suspect a bug. Recommended workaround when you get it: send M552 S-1, then M552 S0, then try the original command again.
I have a board exhibited the same symptoms. Tried the above workround without luck as well as updating to 2.05.1 & 1.23. Creating an access point on the Duet does work, across power cycles as well, but no effect on client mode.
Then I tried changeing my wifi settings, PSK/TKIP & PSK/CCMP to no avail, unable to add network to wifi module.
Back to basics, reset wifi module, create new network without encryption. Initially the same issue with both networks. Apply

workaround and suddenly able to add unencrypted network. Wifi module immediately connects to the unencrypted network after which I can add the encrypted network details; but still unable to switch to the encrypted network.I can replace the wifi module, but maybe its of interest to be able to reproduce the issue at will?
