Is it enough to replace MCU and program board like described in Fallback procedure #3 in case other circuits are not damaged?

Hello.
When first started with the power supply, motors, fans and Ethernet connected, it didn’t work, the Atmel CPU was very hot. What could happen and is it possible to fix something? Could statics damage the board?
