Wifi default to AP on new boards

Most WiFi products that have no user interface today will create their own AP with a captive portal to allow connecting to the end users own network.
Replicating this for the Duet 2 Wifi might improve the user experience doing off with the need to use serial terminals or edit SD cards; it could also simplify recovery (with the caveat of maybe relying on DWC files or having a self contained wifi config portal)
I'm sure there are more pressing things to work on, but as its a wishlist consider it added.

I think in the beginning it may have done this. But that was before my time.

Seems like a more useful idea. Or at least set them to this mode in the final factory test.
