Update Maestro to RRF3.0 Error

Where do I obtain this elusive bin file please

It is not included in the package.....starting to do y head in to be fair

Which package are you referring to?
What firmware version were you coming from and which are you going to?

DuetMaestroIAP.bin is in 3.0 release: https://github.com/Duet3D/RepRapFirmware/releases/download/3.0/DuetMaestroIAP.bin

IAP4s.bin is in 2.03 release: https://github.com/Duet3D/RepRapFirmware/releases/download/2.03/iap4s.bin
