      I have just restarted the build process again, and everything seems to be running great sans the extruder. I get a "twitchy" back and forth in either the extrude or retract function. I checked the wiring and there were two leads that were reversed, but I'm still having issue even after having fixed that.

        Are you sure you have the wires paired correctly?

          your video shows an ungeared extruder. however 400 steps is normally for a 3:1 geared extruder.
