I can you 15v 7A power Duetwifi. If yes how about cooling fan ext.

Yes you can use 15V VIN. In order to use 12V fans, I suggest you connect 3 silicon diodes (1N4001 or similar) in series and connect them between the VIN end of the V_FAN jumper block and the centre pin (cathode to centre pin). Take care not to let anything touch the 5V end of the V_FAN jumper block. Each diode will drop nearly 1V.

Same as when using 12v fans with 24v supply. Its covered in the docs (or what big cheese just said)

You COULD... but to your point, it will be a hassle for all the things attached. Fans, heaters, etc.
Probably 12V fans will be OK-ish. As @dc42 suggested, they will be perfect with some diodes for a little voltage drop.
I'd be more worried about the bed and hot end heaters. On the other hand, they are pid controlled, so they will probably be OK.
So, again, you could... Still, power supplies are about the middle of the pack, cost wise, when considering all the components that go into a whole printer. I'd really consider purchasing either a 12V or 24V supply, and fans/heaters to match. Or if you already have the fans/heaters, match the PS to them.

If it's a 12V PCB bed heater about 210mm square then it's probably under-powered already and rated at about 10A, so unlikely to be a problem.
12V hot end heaters will produce 56% more power when driven with 15V. So if you use 12V 20W or 25W heater cartridges, that should be OK.
