Duex5 fan output problem

Hello all,
This is my first time posting so thanks in advance. I am trying to setup a 12v 1.6amp water pump (for water cooling) on a modix printer, which comes with a duet 2 and duex5 board.
At the moment an LED strip is connected to "LED/FAN 7" and it works. When i hook up my multimeter i get 21V with the VIN jumper connected, and ~.03V with the 12V jumper connected. i'm not getting any detectible amperage in either jumper position.
I only have a glancing knowlege of electronics and i feel like i'm missing something. Below is the M122 report

Any pointers would be super helpful. i believe this is running reprap firmware 2.05. i'd like to get this working without updating the firmware but I could be convinced. Thank you!

This makes the pin available, now what do you want to do with it?
Is the pump intended to be switched on and off or run continuously?
Have you tested the pump yet with a direct 12v power source? Does it work?At 1.6 amps for the pump you may come up against the current draw limit of the 12v regulator depending on what else you have connected to your fan ports.
