Probe coordinates: where probe is or where nozzle is?

When configuring leveling and mesh comp, are the coordinates for defining the points and grid the location of the probe or the location of the nozzle?

You place the probe by placing the nozzle. So you have to take the probe offset values into account when you position the nozzle.
For example, if you probe is offset from the nozzle by X+10 and Y+10, and the center of your bed is X150, Y150, and you want to probe the center of the bed, you'd place the nozzle at X140, Y140, which would place the probe at the center.

They are the location of the probe.
