Upgrade fan control

Good day!
I propose several improvements in the management of fans, incl. from panel due.- Add a total ban on changing the fan power from g-code.
- Add a soft ban - do not reduce less than a manually set value.

You can do this with the little Pin button on the fan slider in the DWC.

@anidal True. It would be nice if you could lock the fan speed there as well, or lock it with a Gcode. I think the way the DWC does it, is that it just periodically resends the set fan speed. You can tell that during the print even with it locked it will briefly spin up and then go back to the locked speed.
