G29 Mesh level error.

Alright I'm pulling the few hairs out of my head that I have left. Doing the mesh map, everything is nice and flat and square and I get this, the mesh hap is probing well below the surface
Warning: the height map has a substantial Z offset. Suggest use Z-probe to establish Z=0 datum, then re-probe the mesh.

G28 has been done and everything seems correct just the .2mm error in the Mesh Map

remove that from config.g. It's loading the heightmap before you've even homed the printer, hence the warning. That may resolve the issue.
You may also want to add a single G30 at the center of the bed after you've done the leveling to reestablish the Z0 point.
What is the order of operations you're commanding things to happen?
