while fitting a new fan to my Duet2:Wifi a wire tail dropped onto the board and shorted the 5v and 12v rails, after replacing the 2a fuse, the paneldue would not restart. Connecting a usb cable brought the panelfue to life, reading earlier posts I gather that a 5v regulator repair is tricky and a refurbished board might be a better option, are these boards still available?

@crazyjane have you tried connecting a USB cable to the Duet, and no VIN power? When you do, does either the red 5V or the green 3.3v LED light up?
