Spindle Speed Factor

We currently have the ability to change the "Speed Factor" using
M220
, which is really useful during machining to dial in a cut by adjusting the feed rate as a percentage on the fly - and this allows you to pull the feed to a level that works well with the current spindle speed.But that isn't always what one might want to do - we might have an upper limit on the feed rate we can set (due to rigidity or machine limits), but that isn't fast enough for the spindle speed we have set. In that case, we would want to adjust the current spindle speed down by some factor.
Would this be a useful gcode / DWC feature for anyone else? For me at least, being able to control both sides of the feed / speed equation would give a much wider range of adjustment for dialing in cuts.
