What is the relationship between Delta Printer Height (M665) and the Bed Map? i.e. Does firmware ignore the M665 height when a bed map is called with G29 S1?

No. The M665 height and other M665 and M666 parameters define where the Z=0 plane is, and the height map specifies corrections to that plane.
