Do I install the latest of the Eclipse IDE for C++ 2019-09 or the 2018-09 version?

Do I install the latest of the arm GNU toolchain version 8-2019-q3-Update Linux 64 bit (gcc-arm-none-eabi-8-2019-q3-update-linux.tar.bz2) or arm GNU toolchain version 8-2018-q4-major (gcc-arm-none-eabi-8-2018-q4-major-linux.tar.bz2)?
