Can someone tell me why this happens. I frequently get dull finish. On top and first layer. Any idea why??

@ziggymanpopo With PLA, I've found the hotter you print it at, the shinier it gets.

You never really know if your thermistor is accurate or not so treat manufacturer recommended temperature data carefully.
When ever i get new filament i always print a temp tower ( https://www.thingiverse.com/thing:2493504) at 30mm/s to get a reasonable starting point.

Experimenting with the part cooling fan is worthwhile too.
              Good luck
