My fan fuse blew-out, now the speed controlled fans only go slow

Title pretty much says it all. My fan fuse blew-out, I replaced it, but now the speed controlled fans only go slowly. As far as I can tell, they only go one speed. They don't turn off, either. The always on fans work fine though.

Sounds like the mosfets failed as well as the fuse. They usually fail short circuit, but can have a bit of resistance still, they also usually fail before the fuse in the event of a short on the fan wiring.
(Replace fets after checking if the fans failed or stalled, or the wiring failed)
