Layer Shifting at Same or Similar Spot on Same Print

I've mostly been tweaking the retraction settings and temperature before the layer shifting occured.
Could a layer shift be caused by the hot end temporarily jamming with filament and then the printer hitting the blob it creates and then shifting?
I just started having this problem and it's always near the same layer, leading me to think it's a print setting that needs changing.
Anyone experience something similar?
I've upped the temperature and lowered the retraction length, so we'll see if it keeps doing it. So far it's about three prints out of fifteen.

How big of a shift are you talking about? Enough to move a loose hot bed or enough where you might be missing steps on and axis?

Also use M122 to check the step error count after the layer shift occurs, in case of a firmware bug.

Usually the last twenty layers or so is shifted to where I can peel the shifted piece off of the print easily. So it maybe shifts upward in the Z direction and then over in the Y direction? It only happens on a specific print I am doing, so I'll updated if it keeps repeating. I'll tweak slicer settings to see if perhaps it's some sort of odd bug that comes up and check M122.

It might also be worth increasing the tower stepper motor currents if they are currently running well below their rated current.
