BLTouch Initializing but Not Homing

Hi Everyone, I've been struggling with my BLTouch for a while now and I'm not sure what to try next. I've looked through the forums and no luck yet. Thank you in advance to any help, you guys are awesome!
I'm using BLTouch 3 and Duet 2 wifi RRF 3.3. When I turn on my printer the BLTouch initializes and deploys/retracts twice, when that's complete it has a steady red light.
I can deploy/retract the probe manually using M401 and M402 commands. When I manually deploy the probe the blue light turns on.
The problem is after I've homed the X and Y axis and go to home the Z axis, it does not home. I can press on the probe and it does not stop the Z axis. When the probe goes to home the Z axis the probe deploys and the blue light turns on as expected, but it just doesnt stop the printer.

The self-test the probe does at power on tells you the probe is getting power.
The fact that M401/M402 work tells you the probe is responding to the PWM signal generated on the exp.heater3 pin, as specified in the M950 command.
I gather the probe pin retracts if you touch the pin when deployed.
The fact that triggering the deployed probe does not halt Z movement suggests the signal from the probe is not reaching the zprobe.in pin, as specified in the M558 command.
What is the Z probe reading in the DWC?
Have you verified continuity from the probe to the zprobe.in pin?

The probe does retract if you touch it when its deployed, and then when I touch it again it will start flashing red and the z will continue to move closer.

Blue is bltouch white, and green is black.
