Are these settings override printer firmware settings ?

No they don't override the firmware settings as far as I know. If they do not match the firmware settings the only side effect is that the time estimates will be off.

In order to override the firmware settings, Cura would need to be inserting M201 and/or M203 and/or M204 commands near the start of the GCode file that it generates.

Just for reference: Cura can do that if you enable all the related settings in the "Speed" category.
