Is there a jumper in place between vfan and either vin or 5v pins of the fan block? Can you carefully check if those pins are getting any voltage?

If this is a newer 1.03 or 1.04 board revision there is a fuse for the fans close to the fan connectors. Check if it's blown.

Which Duet is this? Do the fans work when connected to an always-on fan output?

@phaedrux i got 3.4v from the jumper pins as seen in pic not sure what the 3pin is for . maybe a jumper on the fan and vin on the 3 pin header and use a step down reg from 24v to 12v fan ?0_1551798086997_IMG_2500.JPG

It looks like your clone board is missing a jumper on the fan voltage block.

There should be a selection jumper connecting the middle VFAN input with either the 5v or VIN pin. This then provides the fans with either 5v or VIN voltage. You can also connect your own voltage supply to the VFAN pin, usually used to provide 12v when using a 24v system.
