As always, DC42 to the rescue !
Because my printer was shipped with the top and bottom triangles pre-assembled, I don't know how to adjust the position of those pulleys. I was searching for the last couple of hours the Internet about how to adjust the position for the pulleys, but I did not find anything relevant. How bizarre for 2019.
Before I use pliers/wrenches/spanners on these pulleys, I would appreciate to have a confirmation from you that I am doing it right. The bottom pulley (mounted on the stepper motor shaft) has a grub screw ? However I cannot figure out how to adjust the top pulley.
Even if I wouldn't have bought the Smart Effector and the Haydn arms, I'd be better adjust those pulleys, since I noticed that the timing belt touches the carriage adapter anyway.
And of course, it is very smart as well to use your second suggestion (mount the PCB adapters on top of the stock -- plastic -- carriage adapters), since that allows me to avoid tinkering with the carriage adapters -- which actually I have to do it anyway, because the belt touches them.
Also please do you happen to know a link to something printable (e.g., some STL on Thingiverse) so I can learn about the dimensions in millimeters that are there at those carriages ?

IIRC, the top pulleys of the anycubic kossel are not adjustable. You might be able to find custom carriage (similar to https://www.thingiverse.com/thing:1457448) so you can keep the pulleys in place and add the magballs directly without the PCB holders.
Alternately, you print different kossel angle brackets where you can adjust the pulleys, like https://www.thingiverse.com/thing:1267034.
Personally, I'd go with the alternate carriages.

These are openSCAD, you could use them as is, or tweak them. They have a belt tensioner built in. I use them on my "Big" delta: https://www.thingiverse.com/thing:2795329
Also, I have an AKL+ where I use the PCBs from Escher/Duet between the stock plastic parts and the HWIN (clone) rail carriages... yes, the belts are slightly out of line when the carriages are at the very top. This doesn't seem to affect anything when printing.

What I did on my Anycubic was that I stuck the carriage spacers underneath and didn't worry about it. Worked fine. The carriage is rarely near either pulley unless homed; during prints it's usually much closer to the middle of the rails.
The smart effector is such a win that noone should hesitate to install it if possible.

Eventually I followed your initial advice for mounting the Delta Smart PCB adapters on top of the Kossel stock carriage adapters, using longer M3 screws.

I followed DC42's advice about mounting the Delta Smart PCB plates on top of the stock Kossel carriage adapters, and that gave me a breather while I am preparing for a longer shot by printing custom adapters to replace Kossel's. Thank you for advisory.

Or just loosen the grub screw on the motor pulley and move the pulley along the shaft a bit. The top idlers are more challenging if the shaft and the idler pulley have been turned from a single piece of material. But I prefer to use toothed idlers anyway.

unfortunatly on the AKL+ there is no room to move the pulley back without the dampener
