4.5V on 3.3V and 5V Rails?

Hello guys,
i have a problem with mit Duet Board 1.4. I tried to adjust the voltage for Fan1, so i measured the voltage at this connector. Unfortunately it seems like i have touched the 5V pin of the FAN AN JUMPER SELECT with my probe....I checked the fuses. Fuse F2 was brocken, so i replaced it, but my board. Unfortunately my board is still dead (no access to WebControll and the connected PanelDue is off)
I have checked the voltage for +5V and +3.3V. On both rails i meassured 4.5V. Maybe on of the voltage reulators is broken? Or you have anotzhe hint for me?

@topperharley, do you have a PanelDue connected? If so, and you are using the ribbon cable, have you connected it to the correct connector, which is CONN_LCD?

@dc42 Ordinarily i connected my PanelDue to the CONN_SD connector. But i have tried also CONN_LCD because t thought i use the wrong connector becaus the LCD was off...
