Hotend PID tuning with part cooling fan or without

Would like to her your thoughst.
In the past I did hotend PID tuning with part cooling fan off. My hotend cooling fan is running permanently to avoid clogging. Hotend temperature was very constant. Now I did a PID tuning with part cooling fan turned on (as suggested by many people). Don't have any difference in print quality, but for example when I print PETG @230 degrees, the hotend temperature varies constantly between 233 and 227 degrees (a permanent "down and up").
For me it looks like doing PID tuning without part cooling fan makes more sense?!

@MartinNYHC the new tuning algorithm as part of 3.2 can tune with and without the part cooling fan of you tune using T0 rather than H1 (or whatever tool number).
That was, the firmware can compensate correctly whether the fan is used or not. -
