Concern with new board and reside/liquid

Today I received my replacement board from Filastruder. Upon removing it from the antistatic bag and doing a visual inspection I see some type of liquid/fluid around one of the components. I've added pictures below.

It looks like some residue from the cleaning process it should be removable with your finger

Yes, and if not, try using a cotton swab with isopropyl and gently clean the area. Careful with the resistor there.
