I have a Duet Tool Board v1.1. I'm trying to map 2 outputs to run together for dual layer fans. 1 Layer fan is connected to out1 and the other is connected to out2. There's 2 sliders in DWC and both fans work individually. I expected when I move one slider both fans will spin together.

No, there will be sliders for each fan individually. To control both of the fans assigned to the tool, use the tool fan slider in DWC which will control the fan(s) of the currently selected tool.
