Cannot connect to Duet 3 Mini 5+

I have been trying to follow the manual for connecting to the board but have been unsuccessful. I have the board plugged in with the included USB cord, but I cannot find the board in the device manager page. With the USB plugged in and the power supply off. There are not lights that are present on the board. Any suggestions?

What Duet board do you have?
From the diagnosing connection problems Wiki page:
Check the voltage indication LEDs If you have a PanelDue, disconnect it from the Duet to reduce the load on the 5V supply. Then connect your Duet to a PC using the USB cable. Do not apply VIN power to the Duet at this point. Check the LEDs on the Duet. There should be a red LED illuminated between the USB connector and the Reset button. The red 5V LED at the edge of the board should also be lit, so should the green 3.3V LED. (Note: the Duet 06 doesn't have the 5V or 3.3V LED)
You are saying you get NO lights?
That tells me either your USB cable is faulty or your PC is not providing power over its USB connector.

@alankilian The board is a Duet 3 Mini 5+.
At the current moment there are NO lights on the board even though it is plugged into my pc. I will try and take a look at my PC's settings for usb ports -
@alankilian Ok it the lights are on now. I made the mistake of already plugging in all the wires for the motors and other components on the printer. Unplugged them all and know the lights have turned on.

Now you should be able to walk through that document and start connecting things and see where it goes wrong.
OR, you'll get everything connected and start printing!
CAREFUL!!!
- It seems like you had something plugged in that was shorting out your power so be super careful not to plug that part in that way again or you could permanently damage your board.
- Plug stuff in one-at-a-time and then apply USB power and make sure the lights lite up immediately. If not, unplug the USB power.
- Using USB power instead of VIN might keep your board from getting blows up if you plug something in wrong, but it might also damage your PC, so use a lot of caution.
