Not enough volts at the hotend, can't reach temp

  • I have been experiencing not being able to get to printing temperature. I changed the heater cartridge thinking it had gone south on me since this was out of the blue. That wasn't it. So I broke out my meter, I have 24v coming into the board, around 19.8 at the terminals for E1 and at terminals for the heater cartridge on the smart effector. since the drop is at the terminals on the Duet Ethernet, that is where the trouble is, but what can I do about it?

usual message when I run a PID Autotune
Auto tune cancelled because target temperature was not reached

Auto tune phase 1, heater on
