M291 F parameter not working (3.5b2)

Looks like the M291 F parameter has stopped working again.
Was working in 3.5b1+ -
@OwenD Confirmed not working in stand alone mode on 3.5b2. Tested S4 and S7.

I can confirm this bug and it's fixed now. I've also added a unit test to make sure it doesn't happen again. Here are new DWC builds with this bug fix for standalone and SBC mode.
