Having Issues Using Telnet Connection

In my config file I have this command which is supposed to enable Telnet:

M586 S1 P2 T0 R2323

This command does not send the message to a server listening on port 2323:

M118 P4 S"TEST"

Is the Duet acting like a client or a server?

If a client what do I need to do to get the above to work?
