Extrusion/Retraction Issues- Where to start?

Printing a calibration cube to check the initial print quality and unfortunately, my machine failed with flying colors.
There seems to be some sort of extrusion issue (at the least) that I'm having a hard time pinpointing. There is a streakiness across the layers that seems to be both too much and too little material at different spots. I've tuned my e-steps and am confident that number is good. I'm guessing this isn't the type of thing fixed by tuning extrusion/flow multipliers either due to the frequency of it.
I've done a cold pull to see if there are any hangups in the extruder and it pulls fine and the filament appears normal post pull.
I have not tuned retraction or jerk and while I think that would help I still think there's a bigger issue at hand. Any ideas what could be causing this or what to check next?

knowing nothing about your machine that looks like too high printing temp and not enough cooling.

Cooling is a great thought that hadn't crossed my mind. I'll be sure to poke at that and my temps/fans, appreciate the insight!
