Are Noctua fans weak at blowing a lot of air?

I got a Noctua NF-A4x10 PWM fan for my hotend heat sink here. I got it hooked up correctly with the duet 2 fan guide as pwm fan. When the hot end reaches set temp the fan turns on, but it seems so weak compared another no brand of the same size. When I hooked up the no brand 40mm fan 12v (duet 2 wired to have 12v fan output) it goes full speed and blows a lot air but the Noctua feels like its blowing half of that. I also hooked up the Noctua to the always on fan w/o pwm and same output.
Are these Noctua like this at full power?
I like how its quiet but if it can't cool my heats sink then I might go back the no brand fan as heat is creeping into the heat sink area and causing filament jams.
Are there 40mmx10mm fans that blows a lot of air but is as quiet as possible?

Fans are optimized for different purposes. Some for high volume, some for high pressure, some for just flat out speed of the blades. If you want a RIDICULOUSLY fast 40mm fan, get this in your spec. I don't know if color makes a difference, but I have the clear ones. They are so fast they will hurt you if you stick your finger in it accidentally.

my no brand name fan looks like that one and almost same specs. 12v 0.12a. It spins fast and moves a lot of air. Noctua is 12v 0.04A. I wonder if the amperage matters if it spins fast or slow?

You can measure the heatsink temperature, with hot nozzle, with the original fan and with the Noctua and see if there is a significant difference (cooler is better).
BTW, I had good experience with this fan (24V) for E3D Titan https://www.aliexpress.com/item/32815705081.html which is significantly quieter compared to the one I had (YMMV).

There is a 20mm thick version of the 40mm noctua fan that pushes a lot more air. The A4x10 isn't really meant to blow air into a restricted area like a heatsink. It's good for quietly pushing air into open space, but it lacks static pressure.

A quite fan will be always weak at blowing air, especial when it needs some static pressure.
Noctua fan maybe are the best when comes to quite fan but they is no magic voodoo inside them. They are better then other quite fan but it can not just compete with a good louder fan. -
Better use radial fans, rather than axial ones, for higher static pressure.

I took off the Noctua fan and replaced with the old one, louder but cool down the heatsink enough. Guess I'll put the Noctua into the case to cool of the Duet board. Should of researched better about fans. In the meantime I'll look for a better fan.

How did you determine that? Did you measure or touched to feel the heatsink temperature?

I touched the heat sink with my fingers. It's hot enough where I can leave my finger there for a while vs with the Noctua fan can't really put my finger on it for awhile as it starts getting uncomfortable, the filament inside the throat get soft and bends and jams. I can tell because the filament don't jam and I cant print with the louder fan.

Looks like the difference between the two fans is very significant.
