Is your mains voltage 120V? If so, check whether your PSU has an input voltage selector switch that is set to 230V.

The PSU is set to 220v atm. Could it be that the PSU is faulty or have I maybe bought a PSU that wont work with this board?, this is what I am using.

That PSU looks OK unless you are using a high powered bed heater.
What is your local mains voltage? Your profile doesn't give your location.
If you have a multimeter, use it to measure the voltage across the VIN terminals.

@dc42 UK, so 230v, bed heater isn't high powered, just turned the printer back on and it seems the PSU has bust, pop and on inspection one of the caps inside has gone, ordering a new one today so will test the VIN terminals tomorrow, but potentially the PSU has been the cause of the issue all along?

That would explain the over volt on the 12v fans and not working 24v fans

I am 100% sure I am receiving 24v on the board from my PSU as I have checked, I am also outputting 24v on the fan ports, very confused why its not powering the fan.

Does the fan work if you connect it directly to 24v power?
What is you m106 command to control the fan?
Which port are you using?
Is the fan fuse intact?

Solution!, I had checked literally everything and replaced everything, turns out it was the wire, I set my multimeter to continuity mode and found that there was an internal break in my + wire connecting to the fan, looked intact and was the only other part I hadn't replaced, now that thats gone and a new wire is in place I am up and running with it, so it seems anyway!
