Solution!, I had checked literally everything and replaced everything, turns out it was the wire, I set my multimeter to continuity mode and found that there was an internal break in my + wire connecting to the fan, looked intact and was the only other part I hadn't replaced, now that thats gone and a new wire is in place I am up and running with it, so it seems anyway!

That's correct, create a new axis (e.g. U or C, it doesn't matter which as long as you are consistent) for the extruder angle control using the M584 command. If you need to home it, connect the homing switch to the E0 endstop input.

No no, not in the slicer. You will define which motor/driver is assigned to which axis in the configuration file with M584.
