23cl both led's on but not flashing

I have 3 23cl's on a CAN bus. Two of them operating normally. CAN address changes and all. Which are set to 70 and 71. The third one, out of the box, lit both led's immediately. They never flash and won't register in DWC.
I've ruled out wiring issues. The issue persists after swapping cables from a working motor. Resetting it as per the official documentation doesn't change a thing.
All 3 motors share vin and ground direct to the psu and it's wired in between the working motors on the CAN bus. I've tried going directly from the mini 5. Same result.The CAN order is as follows

What did you try? Usually, to reset a M23CL, you need to hold down the CAN RESET switch (you'll need a pin to poke in the hole between the two connectors) while powering on the motor. Then release the CAN RESET switch. The 23CL will revert to factory CAN address of 123 (so make sure no other board has that address) and request firmware from the mainboard, so make sure Duet3Firmware_M23CL.bin is in the /firmware folder.
If there's no change to the lights after this process, it may well be DOA.

Yes, that is the reset process I followed. CAN address 123 is available as well as the firmware being present.
