Layer fans. Where?
-
Hi….
I want to modify the effector, and a question arises, to see if you can help me ...
The, in this case the, is a Tevo Little Monster and has 2, layer fans, where they have to throw the air?
A- To the layer ... avoiding the HOTEND, so that it does not lose temperature
B- To the Hotend ....
C- 50% to the layer, 50% to the Hotend -
I think this this is done in the slicer.

Parts cooling fans should cool the filament shortly after it comes out of the nozzle. As you mention, you don't wants the parts cooling fan to cool the nozzle. Related, if you have an E3D-v6 hotend, you can use one of their silicon socks to help shield the heat, making nozzle cooling less of a problem.
