Does the firmware or the board have lower limits that do not allow stepper motors to be handled slowly?

@Salvatore if it's a version 1.02 6HC board then the host PC or hub needs to supply 5V power, or else the Duet won't turn on the USB port. So it it's connected to the type of hub that allows power to be switched to each port, make sure the power switch is on.
