Upload the full zip file as is. Do NOT extract it.

When uploading the zip file to the /sys folder it should prompt to install the firmware. You do not need to send M997 at all.
However, because it is complaining about missing IAP files you can try this method which should also work.

Yes of course you are correct. Sorry about that.
I think you are missing some files from the 2.05.1 release which makes me think you might be uploading the wrong zip file.
Please download these zip files fresh and make sure you don't change the names.

Start with 2.05.1 zip file and it should update everything for RRF2.
Then do 3.0 and then 3.1.1.
