Can you post your homeall as well?
Are you able to control the pin of the BLTouch with M401 and M402?
Can you also share the results of M122 and M98 P"config.g"?

As soon as I turn on the printer the BLtouch immediately starts the fast flashing (LED). The BLtouch never drops and retracts the PIN for self test.

I think your BLTouch may have a bent pin or something then, because it should drop and raise the pin as a self test. Flashing red at startup means it's failing that test. You can remove the set screw at the top of the BLTouch to remove the pin to check it.

The pullup is correct. That's what the config tool generates, and I compared to my own maestro config and it's the same. He's also posted his deploy and retract above and it's correct too.
If the pin isn't deploying at power up for a self test then it hasn't even gotten to the config part yet.
