if the tilt of your bed is to big. the probing will fail.
level your bed on the 4 corner manually so that its fairly flat. then try again.

@veti I have 3 independent z motor configuration. I thought than G32 command should auto level the bed, without manual bed leveling.

I have BLTouch instaled. It looks work well (stop bed when triggered), but when triggered it should show Z-probe value as 1000, but I have always 0.
The value can be very hard to catch on the DWC view because the bltouch triggers and resets again instantly. It doesn't stay triggered.
Can you post your homeall.g as well?
Also the results of M122 and M98 P"config.g" please. -

Your M671 doesn't look valid to me
how is your bed supported? what are the co-ordinates of the screws? -
I agree with @jay_s_uk. Change the commas in the M671 command to fullstops.

you could try increasing R0.2 to R0.3. If that doesn't fix it then I suspect that the pin of the BLTouch may be sticky. Is it a genuine BLTouch, or a clone?
