If the bed heater really does draw 16.7A then a 450W PSU would be marginal. You could get away with a good quality 450W PSU (e.g. MeanWell) if you turn the voltage down a little, especially if you wait for the bed to reach temperature before you heat the hot end. Otherwise you should use a 600W PSU.
