Yes, it's a defective temperature sensor. Tape a new thermistor to the bed with capton tape and use it for the controlling sensor. You can leave the other sensor as a secondary (non controlling) sensor if you like.

It also locks you into a single type/generation of SBC.

you either enable saving with M501 and save with M500 after tuning
or you add the parameter manually to config.g
