          M307 H7 A-1 C-1 D-1

Will just be ignored in RRF3.

If you send M98 P"config.g" do you get any errors echoed back?

Try enabling the pullup resistor on the servo pin with the ^ before the pin name.

                M950 S0 C"^exp.heater7" ; create servo pin 0 for BLTouch with pullup

afyer it does the initial test upon powering up, the pin is always up,

pin up or pin down commands do no change, it remains up
